The Fairfield Community School District is one of the more than 83% of Iowa school districts that relies on funds from a voter-approved Physical Plant and Equipment Levy (PPEL) to address many facility and equipment needs.​

A voted PPEL generates funds a school district can use for infrastructure and equipment repairs, purchases, and improvements. This levy must be approved every 10 years.

  

On Tuesday, March 5, 2024, Fairfield Community School District voters will consider approving the district's PPEL. If the measure passes, the voted PPEL will be in place through June 2036 at a rate of $1.34 per $1,000 of assessed property value. FCSD’s current voted PPEL of $0.67 will sunset in June 2026 without voter approval.

What is a voted PPEL?

A PPEL is a voter-approved levy that generates funds a school district can use for infrastructure and equipment repairs, purchases and improvements. Funds may be used only for these purposes. 

If voters approve the PPEL, how would the district use this money?

If residents approve the voted PPEL on March 5, the district would use the funds largely for the following purposes:

  • School bus replacement

  • School security and safety

  • Technology infrastructure

  • Roof repairs and replacement

  • HVAC system maintenance

  • Grounds equipment

  • Classroom fixtures and furniture

What would happen if the PPEL is not approved?

If the PPEL is not approved, the FCSD would need to use money from the general fund to support the facility and equipment needs that are currently addressed with PPEL funds. This could lead to budget reductions.

What is the district’s current PPEL rate?

The current PPEL rate is $0.67 per every $1,000 of assessed property value. This rate would increase to $1.34 if the voted PPEL is approved by voters on March 5.

 

How would an approved PPEL affect property taxes?

If the measure passes, the voted PPEL will be in place through June 2036 at a rate of $1.34 per $1,000 of assessed property value. FCSD’s current voted PPEL of $0.67 will sunset in June 2026 without voter approval.

Increasing the rate to $1.34 would result in an increase of approximately $43 per year on a residential home with an assessed value of $150,000, $46 per year on a $150,000 commercial property, and $226 per year on 320 acres of agricultural property.

 

When is election day?

The election date is Tuesday, March 5, 2024. Voters will need to show a valid ID before casting their ballot. Polls will be open from 7 a.m. to 8 p.m. on election day.

 

Where can I vote on March 5?

Voting will take place at the Jefferson County Courthouse lobby at 51 E. Briggs Avenue in Fairfield. This is for residents of the City of Fairfield, Locust Grove Township, Buchanan Township, Cedar Township, Center Township, Round Prairie Township, Maharishi Vedic City, and the portion of FCSD within Pleasant Township in Wapello County.

 

Can I cast an absentee ballot in this election?

Yes. Registered voters may request a mailed absentee ballot ahead of election day by contacting your County Auditor's Office. The deadline to request a mailed ballot is Monday, February 19. Ballots must be received by the auditor’s office before the polls close at 8 p.m. on election day to be considered for counting.

 

In-person absentee voting begins on Wednesday, February 14, and can be completed at your County Auditor’s Office during regular business hours until Monday, March 4.
